Artificial intelligence as a pedagogical partner: A conceptual analysis of personalized learning, teacher agency, and ethical governance

Artificial intelligence has become a transformative force in contemporary education, reshaping how learning is personalized, assessed, supported, and governed. While AI offers significant potential through adaptive learning, intelligent tutoring systems, automated feedback, and generative learning support, its rapid adoption also raises concerns about teacher agency, academic integrity, privacy, bias, equity, and learner overdependence. This conceptual paper aims to examine how AI can be positioned as a pedagogical partner rather than a replacement for teachers and learners. Using a conceptual review design, this study synthesized recent peer-reviewed journal articles published between 2021 and 2025. The article selection process began with 96 identified records, followed by title and abstract screening, full-text review of 43 articles, and final thematic synthesis of 28 articles. Data were analysed using thematic synthesis to identify conceptual patterns, convergences, and gaps across the literature. The findings reveal six major themes: AI-supported personalized learning ecosystems, intelligent tutoring systems, generative AI and learning support, teacher augmentation, ethical governance, and AI literacy for future learning. The paper contributes a human-centred conceptual framework that positions AI as an ethically governed pedagogical partner requiring teacher mediation, learner responsibility, institutional accountability, and future-oriented AI literacy.
